Proposals Requested for the Purchase and Development of Non-Industrial Property

Staff Report From Georgia CEO

Tuesday, April 14th, 2026

The Liberty County Development Authority (LCDA) is seeking proposals from qualified developers for the purchase and development of approximately 299.72 acres of non-industrial real estate located in Liberty County. The property consists of eight (8) separate parcels.

Developers may submit proposals for one or more of the parcels. The selected developer(s) must demonstrate the capability, experience, financial resources, and a well-conceived development plan that delivers a high-quality project. Proposed developments should complement existing and planned surrounding land uses while contributing a meaningful asset to the community.

LCDA has identified preferred uses and conditions for each parcel, as outlined in the proposal documents. While these represent LCDA’s desired outcomes, alternative concepts that align with the overall vision and community objectives will be considered.

Complete proposal documents, including evaluation criteria and submission requirements can be found online at comegrow.global under “RFPs and Public Notices.”

Copies may also be obtained at LCDA’s office during normal business hours located at:

425 W. Oglethorpe Highway

Proposals will be accepted at the Authority’s office until 5:00 p.m. on May 8, 2026.

LCDA reserves the right to reject any or all proposals, waive technicalities or informalities, and accept the proposal deemed most advantageous to Liberty County.
