Hinesville Downtown Development Authority Welcomes Courtney Rawlins as Executive Director

The Hinesville Downtown Development Authority (HDDA) is pleased to announce the appointment of Courtney Rawlins as its new Executive Director. Rawlins officially joined the organization on May 26, 2026, and will lead efforts to strengthen downtown Hinesville through business development, community engagement, strategic partnerships, and revitalization initiatives.
Rawlins brings more than a decade of experience in community development, business advocacy, relationship building, and organizational leadership. Throughout her career, she has earned a reputation for bringing people together, fostering collaborative partnerships, and creating opportunities that strengthen both businesses and communities.
In addition to her professional experience, Rawlins currently serves on the Board of Directors for Leadership Southeast Georgia and is pursuing her Georgia Economic Development Certification through the University of Georgia's Carl Vinson Institute of Government.

As Executive Director, Rawlins will focus on strengthening relationships with downtown businesses, increasing awareness of HDDA programs and resources, supporting business recruitment and retention efforts, and helping advance the long-term vision for downtown Hinesville.
“I am honored to serve the Hinesville community in this role,” said Rawlins. “Downtowns tell the story of a community, and Hinesville has a story worth telling. I believe great communities are built through collaboration, trust, and service, and I look forward to working alongside our business owners, property owners, city leadership, and residents to build on the momentum already taking place downtown. My goal is simple: to help create a vibrant downtown that reflects the pride, history, and potential of Hinesville.”
Rawlins is widely recognized throughout Southeast Georgia for her servant leadership approach and her commitment to strengthening communities through partnerships, economic opportunity, and regional collaboration.
