Armstrong Hires Cecil “Rock” McCaskill as University Registrar

Armstrong State University recently hired Cecil “Rock” McCaskill as the University Registrar. In his new position, McCaskill serves as the university’s academic records officer and is responsible for managing the daily operations of the Office of the Registrar and Veterans Affairs.

Before joining Armstrong, McCaskill served as the University Registrar at Southern Wesleyan University for 13 years, where he provided strategic planning, direction and leadership to the Department of Academic Records. He was responsible for budgetary oversight, planning and assessment, development of policies and procedures, implementation of the student information systems, and planning and coordinating all academic convocations, including commencement. Additionally, he served as the Primary Designated School Official for F-1 international students.

While at Southern Wesleyan, McCaskill assumed additional responsibility for the Adult and Graduate Studies (AGS) programs. He also provided oversight for the advising and student services operations of the AGS program.

He earned a Master of Public Administration and a B.S. in Agricultural Mechanization and Business from Clemson University.
