Ben Carter Enterprises Proposes Plan to Revitalize Streetscape on Broughton Street

Ben Carter Enterprises today announced a $6.5 million plan to revitalize streetscapes along Broughton Street, Savannah’s premier commercial district. The project will hinge on a collaborative effort between developer Ben Carter, the city of Savannah and other stakeholders to create and finance a world-class street destination.
The re-envisioned streetscape design calls for significant enhancements to the sidewalks, signage, lighting and public art that will make Broughton Street a more inviting street to tourists, shoppers and residents. The goal of the streetscape revitalization is to enhance the pedestrian experience covering eight blocks of the shopping corridor.
“When I moved to Savannah a year ago, I found the streetscape on Broughton Street in a state of disrepair,” said Carter. “Our goal is to respect the current environment and history, and update the street's design so that it represents the historical past and also inspires people for years to come. We want to be guardians and curators of Broughton Street and its environment.”
To finance the streetscape project, Carter has engaged in a highly collaborative effort with the city and other community stakeholders to create a Tax Allocation District (TAD). TADs have been successfully used throughout Georgia to fund major restoration projects, such as Atlantic Station in Atlanta. Today, nearly 30 cities in Georgia, including Savannah, are using or have approved TADs.
“The Savannah Area Chamber of Commerce is excited about the prospects of Ben's vision of Broughton Street. We fully support the creation of a TAD so that his improvements can be fulfilled,” said Toby Moreau, Chamber of Commerce chairman. “Broughton Street is a key corridor in our city, and we're confident these improvements will maintain its position as a dynamic, vibrant, attractive main street.”
Carter also is evaluating the option of creating a Community Improvement District (CID) that would encompass Broughton Street. CID’s are funded by property owners who tax themselves to raise money for improvements to the district such as security, beautification, and maintenance.
Six moths ago, Carter hired consultants to review Broughton Street’s current streetscape and make recommendations. The team has completed preliminary designs and is now holding focus group meetings. The next step is to formally present the designs to the city in the coming days and weeks. The revitalization of the streetscape and sidewalks is slated to begin in spring 2015, pending city and county approval.
“Establishing a TAD is critical to the revitalization of Broughton Street’s streetscape,” said Carter. “This is a once in a lifetime opportunity for Savannah to create a TAD and capture the benefits of our acquisitions and improvements along Broughton Street.
