Rives E. Worrell Co./JE Dunn Completes Effingham County Sheriff’s Office & Jail

Rives E. Worrell Co., a JE Dunn Construction Company, recently completed a $16,176,479 two-phase design-build project for Effingham County: the renovation and expansion of the Effingham County Sheriff’s Office at the southeast corner of Ga. 21 and Ga. 119 in Springfield and the construction of an adjacent 204-bed jail. The renovated Sheriff’s office project more than doubled the office space and included a savings return to the county of nearly three quarters of a million dollars. Design-build partners included Hussey Gay Bell and Rosser International.
“It was truly an honor to work for the Effingham County Board of Commissioners and Sheriff McDuffie’s staff,” said Bryan Ferris, project manager. “We were able to accomplish a great deal in a short period of time, and we look forward to further opportunities in the future.”
Rives E. Worrell completed a site analysis of several sites and ultimately determined the best location was between the existing Sheriff’s office and Jail. As a result of lean construction principles, selecting a tilt-up concrete design, and subcontractor collaboration, nearly $400,000 designated for contingency was returned to Effingham County. In addition, Rives E. Worrell returned $350,000 in general conditions and buyout savings, attributed to the early completion date.
The new jail, completed two and a half months ahead of schedule, features a renovated and expanded kitchen, an upgraded nurses’ suite and complete security integration system. The Sheriff’s Office also has the integrated security system and three individual towers for monitoring day room activity and recreation yards. Approximately six miles of conduit under the slab of the 204-bed jail feeds the electrical and security integration systems.
