Older businesses such as the Jazzy Cutz barbershop and Crocodile World men’s fashion store and the Innovations hair salon have moved out and new restaurants, shops and apartment complexes are moving in as investors buy up property along Bull Street in the historic Thomas Square neighborhood’s Starland District.
