Rating Action: Moody's upgrades Effingham County, GA's issuer rating to Aa2Global Credit Research - 06 Sep 2022New York, September 06, 2022 -- Moody's Investors Service has upgraded Effingham County, GA's issuer rating to Aa2 from Aa3. The issuer rating is equivalent to the county's hypothetical general obligation unlimited tax (GOULT) rating. The county has $35.0 million of general obligation debt outstanding.RATINGS RATIONALEThe upgrade to Aa2 reflects a rapidly expanding tax base, healthy financial profile, moderate debt burden and low fixed costs. The local economy, benefitting from close proximity to Savannah, GA (Aa1), is characterized by ongoing commercial development and average resident income. Reserves will remain healthy inclusive of a large draw down to reimburse for capital projects.
