City of Savannah Announces Hiring of Three New Directors

Following a robust search effort, the City of Savannah has hired three new directors to assume roles in three separate departments.
Kelvin Bryant has been hired as the Director of Police Administration for the Savannah Police Department, Erica Kowalski has been hired as the Director of Finance and Jason Younis has been hired as the Refuse Disposal Director.
“Great public service starts with great public servants and that’s why we are investing in hiring, training, and promoting the best public servants into City leadership positions,” City Manager Joseph A. Melder said. “I am excited to share these new director announcements. Each director brings tremendous skill and experience to their respective roles, and they also come equipped with an outcome-driven, public service mindset that will serve our residents well.”
Kowalski started her new role in February 2024. Kowalski began her accounting career over six years ago in the private industry. She was hired by the City in 2020 as an accounting technician for the police department. She was promoted to an accountant in the financial services department in June 2021. Erica holds a bachelor’s degree in accounting as well as a CPA license.
Bryant began his role with Savannah Police Department January 2024. Bryant has worked for the City of Savannah since 2022 as an assistant to the City Manager. He has a background in public safety working as deputy sheriff for Early County, a police officer for Georgia Tech and investigator for the Office of the District Attorney, Atlanta Judicial Circuit. Since 2016, he has also served as a sergeant for the Office of the District Attorney, Chatham County.
Younis brings 12 years of experience to the Sanitation Department. Most recently, he worked as a general superintendent for the Reeves Construction Company where he oversaw bridge construction work for GDOT. Younis experience includes several years working for Waste Management, Inc. as an Operations Manager and Heavy Equipment Operator.
