Savannah-Chatham County Interagency Council on Homelessness (ICH) Unveils Five-Year Strategic Plan to End Homelessness

The Savannah-Chatham County Interagency Council on Homelessness (ICH) is proud to announce the release of its first-ever Five-Year Strategic Plan to End Homelessness.

The plan will be presented to the funding partners and ICH General Membership on Tuesday, Nov. 12, 2024, at a meeting hosted by the Savannah Area Chamber of Commerce.   The full strategic plan will be available for the public to view following the Nov. 12 meeting with stakeholders.

Supported by the City of Savannah, Chatham County, the Savannah Area Chamber of Commerce, and the Chatham Savannah Authority for the Homeless (CSAH), this county-wide plan marks a milestone in our community efforts to address homelessness.

Formed in May 2022, the ICH brings together local government, nonprofit organizations, business leaders, and community stakeholders to build an effective and sustainable response to homelessness.

According to ICH Board Chair Karen Guinn, “This strategic plan fosters alignment across all stakeholders to create a system where homelessness is rare, brief, and non-recurring.”

In early 2023, the ICH engaged Pallet’s PathForward Homelessness Advisory Services to conduct an intensive Needs Assessment. The process included meetings with 63 stakeholders, interviews with over 100 individuals and families experiencing homelessness, and site visits to direct service programs. The resulting Five-Year Strategic Plan outlines specific actions, outcomes, and system changes to reduce homelessness and improve access to stable housing.
