Thomas and Hutton Announces the Promotion of Lamar Mercer, PE to Savannah Civil Department Manager

Thomas & Hutton is pleased to announce the promotion of Lamar Mercer, PE to
Savannah Civil Department Manager, effective immediately.
Lamar has been a key leader within Thomas & Hutton for decades and is recognized as one of the industry’s
foremost consultants in large tract development. His extensive expertise and leadership make him an excellent
choice to guide the Savannah Civil Department as it continues to grow and serve our clients with excellence.
This transition comes as Jason Chambless, PE, who has been serving in a dual role as both Savannah Civil
Department Manager and Vice President of Coastal Civil Site Development, shifts focus to fully support the
broader Coastal Civil Site Development and Survey teams.

With 23 years of experience, Lamar has played a pivotal role in site development and municipal projects across
Georgia and South Carolina. His expertise spans preliminary engineering and planning, permitting, engineering
design, and construction administration for key infrastructure, including water distribution systems, sewage
collection systems, wastewater disposal systems, stormwater management, roadways, and more for residential,
commercial, and municipal projects.
