Clerk of Council Mark Massey Elected Region III Director for International Institute of Municipal Clerks

The City of Savannah’s Clerk of Council Mark Massey has been elected to a three-year term as Region III Director for the professional nonprofit International Institute of Municipal Clerks (IIMC). Massey will serve in this role while continuing his duties with the City of Savannah.
As Region III Director, Massey will serve on IIMC’s 28-member Board of Directors, which includes 24 Region Directors and a four-member Executive Committee. The Board sets policy and provides strategic direction to advance IIMC’s mission of promoting excellence in municipal clerks’ offices worldwide.
The IIMC serves more than 15,000 members across 49 U.S. states, nine Canadian provinces, and other countries. Founded in 1947, the organization is recognized as the leading provider of professional development and certification for municipal clerks.
As Region II Director, Massey will oversee IIMC members from the U.S. states of Alabama, Florida, Georgia, North Carolina and South Carolina.
In his role as Clerk of Council for Savannah, Mark Massey serves as the official record keeper for all actions of the Mayor and Aldermen, including ordinances, resolutions, and meeting minutes. He also serves as the City’s open records officer and parliamentarian.
Massey was appointed as the City of Savannah’s Clerk of Council in 2019 following two years as the Municipal Clerk for the City of South Fulton, Georgia and 15 years as County Clerk for the Fulton County Government. Massey earned a bachelor’s degree of science in mathematics education from Fort Valley State in 1992 and a master’s degree in educational administration and Supervision from Georgia State in 1997. Along with being a member of the IIMC, he serves as a member of the National Association of Parliamentarians (NAP) and the International Protocol Officer’s Association (PDI-POA).
