EOM is proud to announce that Matt Morris has been appointed as the new Vice President. Morris will assist in leading the company’s strategic initiatives, driving operational excellence, and supporting long-term growth across all service areas. His appointment marks a significant step in the company’s continued expansion and dedication to excellence.

Matt is an accomplished professional offering over a decade of proven success leading and partnering with municipalities. Matt brings a wealth of experience with him to EOM in municipal leadership and infrastructure development. He also serves as a water and sewer consultant for municipalities. With a proven track record of guiding complex projects from initial conception through early construction, he specializes in financial analysis, infrastructure planning, and bond issuance, while serving as the lead negotiator and liaison between city officials, engineers, and developers.

Most recently Matt has served as the City Manager for the City of Springfield, where he oversaw all municipal departments—including Finance, Public Works, and Development Services—and played a key role in expanding critical infrastructure such as water and sewer systems. His leadership extended to contract negotiations, special projects, and community engagement across the state. His diverse background reflects a deep commitment to effective public service and operational excellence.
