Veteran Homelessness in Chatham County Declines by 85% Since 2021

The Interagency Council on Homelessness for Chatham-Savannah (ICH) is proud to recognize the dedicated work of partner agencies in dramatically reducing veteran homelessness across Chatham County by 85% since 2021.
Over the past four years, Chatham County has made remarkable progress in reducing veteran homelessness- thanks in large part to the Veteran’s Leadership Collaborative and agencies like Chatham Savannah Authority for the Homeless (CSAH), and their commitment to creating supportive housing solutions for veterans.
A cornerstone of this effort is CSAH’s Tiny House Project, The Cove at Dundee Veteran’s Tiny House Community, which has delivered 46 deeply affordable homes specifically for veterans exiting homelessness. Made possible through hundreds of local donors, small foundation funding, and proudly supported by the City of Savannah, The Cove represents Georgia’s first planned tiny house community dedicated to ending veteran homelessness. Since breaking ground in 2017, it has grown into more than just a collection of homes; it has become a thriving community and a place of new beginnings for more than 165 veterans.
While residents are welcome to stay as long as they choose, many use this opportunity as a stepping stone toward broader housing goals, including homeownership. The Cove offers more than shelter- it provides stability, dignity, and a path forward. “We believe no one who served our country should ever be without a place to call home. Our commitment to ending veteran homelessness is rooted in compassion, dignity, and long-term investment in solutions that truly meet veterans where they are. Through tailored, strategic interventions, we’re not just building housing, we’re restoring hope and creating pathways to lasting stability,” said Jenn Dulong, Chief Executive Officer, Chatham Savannah Authority for the Homeless.
In addition to housing, CSAH offers a range of supportive services tailored to veterans, in collaboration with partners like Changing Homelessness, My Veteran’s Place and the U.S. Department of Veterans Affairs (local VA team). Together, these efforts have significantly expanded access to permanent, safe housing for those who have honorably served our country and are now reclaiming their futures.
Jennifer Davenport, Chair of the ICH, believes many factors have led to these dramatic results: “An 85% reduction in veteran homelessness didn’t happen by chance—it happened through intentional collaboration, data-driven strategies, and an unwavering belief that homelessness is solvable. The Interagency Council on Homelessness is proud to collaborate with CSAH, the City of Savannah and all our members as we seek to expand these proven solutions to reach every population in need of housing and support.”
The decrease in homeless veterans in Chatham County highlights that while ending homelessness is a difficult challenge, it can be achieved by developing an effective system of care with strong resources and services. This stronger system of care is the focus of the ICH’s five-year strategic plan to End Homelessness. “Looking at the progress made in reducing veteran homelessness really makes me feel encouraged about the impact we can have on all homelessness in our community,” Stephanie Kaple, ICH Executive Director
