Collins Construction Services has hired Penny Smith as a Project Manager. She has more than fifteen years of project management experience in commercial and multi-family design and construction. A graduate of Southern Methodist University, Smith has a degree in Mechanical Engineering and was formerly employed by Enterprise Holdings, Inc.
