EOM Operations, a private public works operations management and municipal engineering firm, welcomes seasoned leaders Lamar Norton, Michael Coon, Liberto Chacon, P.E., Daniel McFee, P.E., and Thomas Griffin to their executive team. With one of the fastest growing public works operations companies in the region, EOM has focused heavily on building upon their versatile technical and experienced staff to meet the demands of their clients. Most recently welcoming top leaders from across the state as the demand for their services expand.

Lamar Norton, who served as the fifth Executive Director of the Georgia Municipal Association, most recently joined EOM Operations as a member of the Business Development team. Upon completing his service with the US Navy, Norton worked for the Georgia Power Company for over 30 years before joining GMA where he lead the organizations lobbying, training, and technical consulting service efforts for city officials. Norton most recently was honored with a resolution by the Georgia House of Representatives, awarded with the Georgia Key Citizen Award by GMA, and named one of the most “Notable Georgians” by Georgia Trend Magazine. Understanding the state-wide needs of municipalities, Norton will advocate the virtuous synergy necessary of public-private partnerships while with EOM.   

Michael Coon, joins EOM Operations as the Regional Director after serving as the Senior Director of Capital Projects and Maintenance Operations with the Savannah Chatham County Public School System. His past experience includes Water Operations and Stormwater Management with the City of Savannah and over 25 years of utility construction in both private and public sectors. He graduated from the University of Illinois with a BS in Civil Engineering. Coon’s experience in public works, engineering, and SPLOST program development and management will serve as a vital resource for current and future partners.

Liberto Chacon, P.E., is a highly regarded Civil Engineer having served a combined 20 years as the Assistant City Engineer with the City of Savannah and Assistant County Engineer with Augusta-Richmond County. Chacon’s immense experience designing projects in the private and public sectors have included subdivisions, streets, parking, grading, erosion and sedimentation control, storm water systems, water and sewer lines, parks, and municipal facilities. He possesses extensive knowledge of CIP project and SPLOST program experience. He is Certified NIMS (ICS) 100- 800 for the Emergency Management Institute, a Level II Certified Plan Designer with the Georgia Soil and Water Conservation Commission, and a licensed Georgia Professional Engineer. Chacon will oversee the Engineering division of EOM.

Daniel McFee, P.E., previously served as the City Engineer for the City of Brunswick and Interim Public Works Director before joining EOM as a Civil Engineer. McFee has over 25 years of civil engineering experience in both the private and public sectors. During his work within the public sector he oversaw land development projects, site assessments, project design, project management, site plan review, technical reviewing, quality control, and SPLOST program management. McFee’s experience in the private sector was focused on site design, transportation, and utility projects while also serving as a Safety Director for all underground and surface surveying activities. McFee is a graduate of the University of Alabama with a BS in Mineral Engineering/ Mining. He is a Level IB Certified for Soil and Erosion Control, a Level II Certified Design Professional, and holds an active Georgia Professional Engineer license.

Thomas Griffin, joins EOM as the Lead Utility Foreman after serving as the Assistant Superintendent of the Chatham County Public Works Department. Griffin possesses over 35 years of experience in both underground utility construction and public works. He’s licensed in the State of Georgia in both Water and Wastewater Operations, holds a Georgia Utility Manager certificate, is a certified Public Infrastructure Inspector, and possesses a Level II Certified Plan Reviewer. Griffin’s longstanding experience in the field of public works as it aligns with the underground utility industry will serve as an integral role for the municipalities EOM serves.
