Stormwater Fee to Start in September for Savannah Water Customers

Staff Report From Georgia CEO

Thursday, July 16th, 2026

The City of Savannah has begun notifying the public about a new stormwater utility fee scheduled to take effect in September. City Council approved the fee by a 5-4 vote in January. It is expected to generate approximately $8 million annually to fund stormwater projects aimed at reducing flooding.

“As we said in January, our Chamber members understand the need to improve Savannah’s stormwater management infrastructure, especially following the significant flooding events our community experienced last summer,” said Chamber President & CEO Bert Brantley. “However, many business owners and residents are already struggling with rising costs. That is why we asked the City Council to consider an equivalent rollback of the city’s millage rate to help offset the increase in monthly water bills.

“The City has now begun its budget process and will soon set the millage rate. We are encouraging our members to contact City Council and reiterate the need to provide meaningful property tax relief.”

Chamber members are encouraged to share their concerns directly with the City Council by emailing the Clerk of Council. The first draft of the City’s budget proposes holding the millage rate steady rather than a reduction. A final decision is expected in mid-August.

The stormwater fee will be calculated based on the amount of “impervious surface,” such as rooftops, parking lots, and paved areas, at each property served by Savannah’s water utility. Credits may be available to reduce the monthly fee for property owners who have invested in measures that reduce stormwater runoff, such as retention ponds and rain barrels.
